Question
I live in Zimbabwe which you know has a very high incidence of HIV. I was counting some money today and one of the notes was covered with blood. The blood was dry. I am a worried about the possibility of being infected?

Answer
HIV is not a particularly hardy virus and dies very quickly outside of the body. The drying of the blood would almost certainly have rendered any HIV (if there was any in the blood) inactive.

Note also that simple contact with infected blood is not enough to cause an infection, the blood needs to come into contact with an open wound in order to cause an infection.
